    Goodwill of Central and Southern Indiana seeks to address some of the serious social problems affecting our community. Goodwill has partnered with EmployIndy to provide services to Out-of-School Youth (ages 16-24) through Workforce Innovation and Opportunity Act (WIOA), a federally funded program, called Goodwill Ignite.  The program requires a case manager to ensure successful Indiana Career Connect (ICC) enrollment and case management. The purpose of the position is to ensure understanding of WIOA Youth/ICC case management and data requirements along with accuracy of information. This position will assist with building knowledge capacity within the agency to data requirements associated with WIOA funding and successful ICC case management.

    WIOA Youth Eligibility

    • Ensuring out-of-school youth program eligibility for each participant.
    • Requesting additional documentation as needed.


    Case Management

    • Initiate and maintain contact with key community partners including Goodwill staff (community agencies, educational institutions, financial liaisons, and employers) to enhance the menu of support services provided to participants.
    • Assess participants to determine nature and degree of services according to the 14 WIOA Elements and either provide or refer them to appropriate services.
    • Coach participants to act on and achieve their long term educational and employment goals in life.
    • Conduct one-on-one follow up with participants to continually monitor participants’ efforts and measure progress.
    • Stay abreast of current labor market data to provide participants information on employment.


    Data Entry

    • Accurate data entry of application information and data validation for participants.
    • Data entry of all activities provided during 1-on-1 and group case management.
    • Data entry of Individual Service Strategies and Objective Assessment Summaries.
    • Data entry of all assessments.
    • Data entry of all work-based learning activities including payment of stipend or wage.
    • Data entry of all required activities for participation in work-based learning or occupational skills training to include:
      • Career exploration information
      • Drug screens as required by policy
      • Activities and supporting documents per specifics of each training
      • All stipends and direct participant expenditures by term of expenditure
      • Credentials and outcomes
    • Data entry of all case notes for each participant according to ICC standards.



    • Offer periods of technical training to various staff on related WIOA/ICC service provisions to maintain consistency in service provision and documentation.
    • Cross training with appropriate staff to build WIOA/ICC technical capacity across organization.



    • Prepare and submit reports on performance, trends, and accuracy of data to program management team.
    • Support CBO management team with WIOA funded program monitoring reports and audits.




    • A combination of education and industry related experience required. Bachelor’s degree preferred
    • Experience with ICC data entry or large workforce database system is required
    • Knowledge of DOL WIOA Youth eligibility and 14 youth elements is required
    • Ability to effectively present information to staff
    • Ability to define problems, collect data, establish facts, and draw valid conclusions
    • 3 years of experience in mentoring, counseling, advising, or related field
    • Previous experience developing and maintaining a network of community resources and relationships. Able to provide a mature network of contacts
    • Excellent communication skills (written and verbal)
    • Technologically savvy with solid working knowledge of Microsoft Office, databases and the internet
    • Willing to travel to participant homes, workplaces, community centers and other venues at times that are convenient to individuals being served
    • Bi-lingual in English and Spanish is a plus
    • Must be available to work a flexible schedule beyond normal business hours
    • Regular travel is required
